WHAT IS CAMPAIGN FINANCE REPORTING?

The California Political Reform Act of 1974 was a voter-approved initiative that requires all candidates and committees to disclose and make public their campaign contributions and expenditures during elections, and semi-annually once elected. All local elected officeholders, candidates for local elected offices, and committees in support of or opposed to a local candidate, campaign, ballot measure or initiative are required to file campaign disclosure statements. These statements provide a detailed accounting of who gave money and how much was received, as well as how the money was spent in support of or in opposition to a candidate, campaign, ballot measure or initiative.

Campaign Disclosure Statements will be available online for current elected officials for one four-year term, unless otherwise noted. Past Candidates with open accounts and Committees with open accounts will also be available online for one (1) calendar year (Jan-Dec) as long as the account remains open. Hard copies of Campaign Disclosure Statements which were filed prior to statements currently available online can be reviewed in the City Clerk's Office upon request.

Additionally, elected officials and candidates may receive contributions from Small Contributor Committees or Recipient Committees that support or oppose candidates or ballot measures being voted on within the County of Santa Barbara, and not just within the City of Santa Maria. These Small Contributor and Recipient Committees file their Campaign Statements with the Elections Division of the Santa Barbara County Clerk-Recorder's Office.

The City Clerk's Office is the official filing office for campaign disclosure statements related to elections for Santa Maria City Council and local City ballot and initiative measures, as well as semi-annual filings of the elected officials. Campaign Disclosure Statements will be posted online for review within one week following the due dates for the various filing periods. Hard copies are available for review in the City Clerk's Office 24-hours after the due date for the various filing periods.
