In accordance with Assembly Bill (AB) 2234, the following information is provided for transparency for residential development post-entitlement processing. 

Post-Entitlement Requirements

Prior to issuance of a permit for construction, plans must be prepared by a design professional and submitted to the City for review for compliance with zoning regulations and the various model codes adopted by the State of California through the Building Standards Commission and as adopted and amended by the City Council. The type of plans required, and the level of detail depicted on the plans will depend upon the scope of work proposed. The City will review the permit application to ensure the application is complete and will contact the applicant regarding any missing or incomplete items via e-mail.

Separate permit applications and submittal documents will be required for Grading, Demolition, Building (Architectural & Structural), Landscape, Site Lighting, Site Amenities, and Photovoltaic System. The Public Works Department processes Encroachment Permits for work in the City Right-of-way.

The Building Division Permit Technicians can provide you with information on Business License applications, status of current plan checks, history of permits, general rules on timelines and routing procedures, permit fee estimates, plan check deposit amount, information on the number of plans sets required and other related information. You may speak with a Permit Technician at the Community Development Public Counter, located at 110 S. Pine St. Room 101. The Counter hours are 8:00 a.m.to 4:00 p.m.

Electronic Permitting: The City of Santa Maria provides an online portal access to apply for building and planning permits, search properties and permits, request and cancel inspections, and pay fees. The portal is designed for use by homeowners, contractors and other design professionals, and is a part of the City’s effort for user-friendly and transparent post-entitlement permit processing. Complete sets of plans, applicable reports and permit applications can be submitted via eTRAKit-Portal,  the City of Santa Maria’s online permit processing system.
