DESCRIPTION OF RESPONSIBILITIES:

Director of the City's Utilities Department. Responsibilities are:

Review the City's Annual Water Quality Report.

UTILITIES DEPARTMENT ORGANIZATIONAL CHART:

MISSION STATEMENT:

To provide efficient utility services through the use of progressive innovation, excellent customer service, and the wise use of public resources for the long-term benefit of the community.

2023-24 Goals and Objectives

  1. To comply with new Waste Discharge Requirements from the Water Board, award a contract for an outside Project Manager for the development and implementation of a Time Schedule Compliance Plan to revise operations and upgrade the wastewater system as necessary.

     

  2. Initiate an organizational assessment that compiles department strategies, plans and practices and provides evaluation, to provide evaluation, technical support, and guidance based on best practices in support of a comprehensive strategic workforce plan.

     

  3. Complete the Proposition 218 process for proposed increases in water and sewer rates and bring the item before the City Council for consideration.

     

  4. Execute an agreement for services for operations and management of the Santa Maria Regional Landfill Recycling Park, to continue to meet State-mandated diversion requirements and to allow the community to continue maximizing its recycling efforts.

     

  5. To meet ongoing space and operational needs to continue delivering efficient services to the public, lease a modular building to facilitate workstations for Water Resources staff at the Wastewater Treatment Plant.

     

  6. Complete a fee study regarding appropriate disposal fees for the Santa Maria Regional Landfill and bring recommendations to the City Council for consideration.

     

  7. To provide a reliable source of supply meeting Safe Drinking Water Act standards, complete the design and environmental review for Public Works to bid a contract for the construction of a potable waterline to the Waste Water Treatment Plant.

     

  8. In an effort to extend the Cell 1 lined disposal area within the Santa Maria Regional Landfill, complete the Cell I Liner Extension Phase II CEQA Study and develop and finalize Plans, Specifications & Estimate to provide the additional time needed to permit the Los Flores Integrated Waste Management Facility.

     

  9. To protect and ensure sewer service and minimize the potential for sewer overflows, clean 100 miles of sewer pipe and inspect 10 miles of sewer pipe via video camera.

     

  10. Initiate a Space Needs Assessment & Facilities Planning project to consolidate the Utilities Department operating divisions and administration functions at the Landfill site, to gain efficiencies for all personnel reporting to the Landfill and the Waste Water Treatment Plant, and to achieve more effective coordination of resources and span of control.
