DESCRIPTION OF RESPONSIBILITIES: 

The Public Works Director is responsible for providing leadership and strategic planning in City-owned transportation infrastructure and facilities, transit services and capital improvement. The Director ensures our other City Departments along with the public are able to efficiently and effectively accomplish their mission, by providing safe, and well-designed infrastructure, and public facilities.

To effectively provide public works services to all City residents in a courteous, responsive, responsible and efficient manner.

2023-24 Goals and Objectives

  1. Initiate conversation with the Santa Barbara County Flood Control District to expand regional flood control improvements to further protect neighborhoods impacted by significant rain events.

     

  2. Implement the first phase of a multi-year Computerized Maintenance Management System to streamline facility operations and maintenance, to identify infrastructure lifespans, to align with the Smart City, Safe City vision.

  3. Develop a multi-year plan to grind and pave roads utilizing our Streets Division, prioritizing high wear and tear in residential areas.

     

  4. Identify the feasibility of improving the City’s overall Pavement Condition Index (PCI) by one point per year, aligned with budget and roadway usage, and bring the plan forward to the City Manager and to the City Council..

     

  5. Install infrastructure at Transit Yard and implement necessary upgrades to support efficient operations and transition to 100 percent electric fleet, to further the Smart City, Safe City vision.

     

  6. Fully develop one- to five-year implementation plan for the Public Works Department assessment study, aligned with the budget process. This will identify efficiency and effectiveness improvements to make the Department more productive.

     

  7. Implement a strategy to furnish in-house resources to service heavy equipment at the Santa Maria Regional Landfill, with the objective of reducing outside billings by up to 75 percent.

     

  8. Complete the implementation plan fornew Santa Maria Regional Transitservice to/from San Luis Obispo County, supporting Santa Marian’s mobility.

     

  9. Begin a feasibility study to assess the potential benefits of implementing a Bus Rapid Transit system along Broadway (Highway 135), and present to CalTrans.

     

  10. Complete Preliminary Engineering/Environmental Documentation/Right-of-Way for funded Alternative Transportation corridor project enhancements throughout the City including such as bike lanes and pedestrian improvements.
